Summary/Abstract: The paper analyses the current problems of planning the protection of the people, particularly aimed at their sheltering. It also emphasizes that there is not any legislation nowadays which would involve “The Plan on People’s Shelter”. At the beginning the authors try to describe the development of civil defence as simple as possible. Then they say that people’s questions about shelters increase because for example in the town of Písek the permanent pressure-resistant shelter in the double-purpose cinema Portyč is repaired (the technology revisions cost approx. 2.3 mil. Czech crowns). The town council enjoined the department of crisis management to update “The Plan on Písek Citizens Shelter” because it had been made only in a written form. Another task was to get the town council familiar with the results of the work permanently and inform the citizens which real properties would be rebuilt and used as people’s shelters later. After carrying out all the necessary administration steps the department of crisis management developed a computer program in cooperation with the IT department and this program works in Microsoft Access environment. This program is connected to the register of Písek citizens and the real estate register where the owner of every single building is generated because in these buildings shelters will be made by self-help at wartime. A database of ground plans of basements and cellars with photographs (pictures of front views of individual real properties) is created for the program. The program will be used at peace too, for example during the evacuations and so on.
