Summary/Abstract: The majority of economic entities face significant challenges (market, human resources, technology, and business conditions), many of which are common across all industries, trade, construction, and other sectors. This is a general observation that is echoed in similar materials produced by governmental bodies at all levels. Most economic entities struggle to enter the market, especially foreign markets. Lately, there has been a particular sharpening of the issue of qualified labor, from skilled workers, technicians, to production managers and engineers. Most producers have completely outdated equipment that needs to be replaced as soon as possible. The legal regulations related to business operations are very complex, intricate, and sometimes unreasonable, making work more difficult and slower, especially for investors and exporters. In line with the conclusions from the “Value Chain Analysis” document and the strategic focus of the “Development Strategy of the City of Gračanica for the period 2023-2027” and the data in this information, the following conclusions and recommendations have been derived: stimulate entrepreneurship development, especially through the improvement of working zones and ensuring a high level of employment; create a conducive environment and social activities for life, especially for young people; promote sustainable agriculture and the production of healthy food; utilize the benefits of collaboration and experience exchange with other cities and municipalities in Bosnia and Herzegovina and neighboring countries for faster growth and development; ensure green growth and promote the production and use of clean energy; develop sustainable tourism and preserve the cultural and historical heritage; intensify institutional communication with business owners and potential investors; improve the efficiency of administrative procedures and reduce barriers to the business sector; improve the organization of traditional trade fairs and take other measures to attract investors; intensify agricultural development (through projects and incentives that contribute to agricultural development). It remains to be seen what is realistically achievable from all of this. From a personnel, material, and even legal perspective, the City Administration’s framework for such endeavors is realistically limited. Nonetheless, optimism is not lacking in this case.
