Summary/Abstract: The national cybersecurity system is a new institution in the Polish legal system. It is naturally related to the law of new technologies. When creating this systemic solution, the legislator decided to pass an act that will comprehensively regulate the functioning of this institution. However, the effect achieved was not satisfactory. In this study, the author decided to confront one of the institutions of the act on the national cybersecurity system, the titular system (the paradox is that the act also refers to other institutions, which conflicts with its name and introduces discrepancies in this respect) with the concepts that originate from have in administrative law. The effect of these activities was an analysis through selected concepts, i.e. the concept of cybersecurity as one of the generic security, the axiology of this system, its systemic nature, global administrative law, systemic administrative law, substantive administrative law or procedural administrative law. Through the indicated analysis, it turned out that the indicated concepts allow not only to read the concept of the national cybersecurity system, but above all, these concepts should be a source of how to interpret this act or possibly how to change it, so that the result obtained is the best, most appropriate for the state and most citizen-friendly.
