Summary/Abstract: The Act on Protective Supervision was adopted in 1973 as No. 44/1973 Coll. This seemingly apolitical act was supposed to serve for protection of society against repeat offenders and other “asocial low-lifes” and for their rehabilitation. Since the beginning of 1980s, a number of people who had been jailed for their political opinion and their nonconformist cultural or other activities were subjected to the protective supervision, which significantly limited their personal freedom. The first part of the study is dedicated to the preparation of the Act and to experience with its application. The latter part deals with the abuse of protective supervision against opposition representatives and other non-conformist citizens, which is documented by the examples of Ladislav Lis and Pavel Wonka. The text is based on materials from the presidency of the Central Committee of Czechoslovak Communist Party and from the gremial meetings at the Prosecutor General Office of Czechoslovak and Czech Socialist Republic kept in the National Archives, on the trial proceedings documents kept in respective Court of Law archives, on investigation documents kept in the Security Services Archives, as well as on materials coming from the opposition milieu, especially from the collection of the Committee for the Defense of the Unjustly Prosecuted kept in the samizdat and exile library Libri prohibiti, which contains also a number of documents of state provenience.
