Summary/Abstract: This paper conducts a system review of Ottoman state legislation from 1867 to 1868 concerning the establishment and organization of the Council of State (Şura-yı Devlet) ofthe Ottoman Empire. In particular, the contents of the Organic Ordinance of the Councilof State and source materials concerning the reasons for the establishment of the Councilof State, including Sultan Abdülaziz’s speech (Nutk-ı Hümâyûn) and La Turquie et le Tanzimâtby Edouard Engelhardt, were analyzed. The present analysis of the history of the OttomanCouncil of State until 1868 also provides an overview of the most important system of stateinstitutions in the Ottoman Empire, which were responsible for the legislative processas well as for the quasi-administrative judiciary in the period before the establishment ofŞura-yı Devlet.
