Summary/Abstract: The paper is focused on early period of the later social democratic minister Jaromír Nečas (1888–1945), when he dedicated himself intensively to issues of Carpathian Ruthenia. These were primarily years 1919–1925 while he was working as a building commissioner of the Ministry of Public Works and later as a secretary to Directory President Žatkovič. From autumn 1921 he was appointed a head of Carpathian Ruthenia department in the Office of the President of the Republic and in 1924 and 1925 he was a successful MP candidate in the Carpathian Ruthenia. The paper intends to depict this early life phase of the future minister of social care, it sums up his analyses of political and social situation in Carpathian Ruthenia, it mentions his opinions on language and education issues. It also takes notice of the criticism pertaining to Nečas’ openly advocated pro-Ukrainian attitude which was reproached to him from the other side of political spectrum. The paper also follows Nečas’ evaluation of Žatkovič’ personality and his 12 month long work as a country governor.
