Summary/Abstract: Provisioning is the supply of basic goods to the population, while the role of the state in the field of provisioning is not limited to the provision of food products only. Provisioning activities may also consist in the production and transport of basic goods during periods of shortages or speculation, in particular during wars. To combat these negative phenomena, the state introduced food rationing, taking over the monopoly of trade and using the ration stamp supply system. In Poland, ration stamps were first introduced during World War I. In fact, this system failed to meet the needs of the population and increased the gaps between the different layers of society, i.e. the richer population, which could buy food at any market price, and the poorer one, which suffered from hunger. The objective of the article is to discuss the activities of the Lublin City Council in the field of supplying the city’s residents with food and basic goods in the years 1915–1918. The analysis of the activities of the Lublin City Council in this respect leads to the conclusion that the deficiencies in the provisioning by the city resulted not from the poor functioning of the Provisioning Department, but from the conditions attributable to the war.
