Summary/Abstract: Public participation in the process of developing and adopting planning documents in Poland is limited and plays only an informative role; it is not a dialogue or consensus tool. In the period of 2016–2021, the nationwide POWER Project, co-funded by the European Union, was realised. Its objective was, among other things, to test engaging methods and techniques of public consultation, to increase the level of co-decision-making, and to improve the methods of resolving a conflict in spatial planning at the county level. The article is based on the analysis of public consultation methods and techniques used in the project in 83 small and medium-sized cities which participated in the said POWER Project. The study was conducted by using the triangulation of methods: desk research, observation – including participant observation – questionnaire, and individual interviews. Preliminary results indicate that the use of several and mixed consultation techniques, including creative techniques and e-tools, activates and engages local communities in the planning process.
