Summary/Abstract: The article aims to set out the role of international organisations as actors in the normative development of international protection of the environment. It is argued that changes in the political environment influence the behaviour of international organisations which must face up to the challenge, even with a view to broadening their mandate to tackle issues related to international environmental protection. Consequently, we observe that international organisations are de facto expanding their goals as provided in their constitutive acts. These developments have the potential to bring about positive effects for the emerging, developing, and internalised international environmental norms. The article elaborates on this thesis via specific examples.
