Summary/Abstract: History of the Ministry of Foreign Affairs dates back to the 19th century when the Dîvân-ı Hümâyun lost its importance and the state administration was transferred to the Sublime Porte. As is well known, Ottoman foreign policy during the classical era was predicated on military might and the benefits that came with it. Diplomacy in this period is carried out through temporary embassies. During the Selim III period, the diplomatic system was reviewed and it was decided to open permanent embassies. This initiative served as a test for reciprocal diplomacy. During the Mahmud period, permanent embassies were opened never to be closed again, and Reîsülküttâb began to play a greater role in international affairs as a result of the changes and bureaucratic needs. As a result of the transformations that took place at the end of Mahmud's II Period, Reîsülküttâb was given the title of Minister of Foreign Affairs in 1836 and the Ministry of Foreign Affairs was officially established. The modernization event that took place in Europe and all over the world influenced the Ottoman Empire's foreign affairs and bureaucracy of the Abdulhamid II Period. In this sense, it has become a matter of greater curiosity what effect modernization had on the Ottoman Empire's foreign affairs bureaucracy. The policy followed at the end of the 1877-1878 Ottoman-Russian War caused the ministry's activity intensity. It has brought about increasing personnel needs and changes in the characteristics sought in personnel. This study consists of the transcript of the Ministry of Foreign Affairs' Entry Conditions Regulation. The study aims to latinize this regulation, including the qualities of personnel to be hired by the Ministry of Foreign Affairs, which implements the Ottoman Empire's foreign policy, and the format of the exam to be given to candidates for civil servant positions and personnel, and to provide it to scholars conducting research on the topic.
