Water-sewage management in the agglomeration of Kielce – the evolution of concept

Summary/Abstract: This article applies to the issue of realization of water−sewage investment implemented by local governments. To illustrate this issue the authors used the example of the agglomeration of Kielce and large water−sewage project under which the four cooperating municipalities expand and upgrade the network. Based on this example, the authors describe the complexity of such projects, the volatility of projects in time and risk factors associated with it.
