Summary/Abstract: On March 16 the European Union's foreign ministers decided to postpone the start of the accession talks with Zagreb. This move threatens Croatia for the third time with being left out of the enlargement process. The reason behind is the Gotovina-affair. The retired general of the Croatian army is accused with war crimes. According to the Hague International Court, Zagreb does not co-operate with them fully to find Gotovina. Why did Hungary oppose the EU's postponing decision together with Austria, Slovakia and Slovenia? Can the EU find a formula at last which makes possible the beginnings of the accession talk with Zagreb in spite of the missing general?
