Summary/Abstract: Nowadays, the issue of measuring economicand non-economic efficiency is related not only to theenterprise itself but also to the organizations providingeducation. Measuring the economic efficiency of aneducational institution cannot be done as clearly as in thecase of enterprises whose mission is to produce productsand services for the purpose of selling them. In the caseof educational institutions in the form of publicuniversities, profit cannot be considered as the mainobjective. Universities only report data stipulated by thecurrent legislation, thus measuring efficiency is a ratherchallenging matter with ambiguous quantification. Thisstudy analyzes the efficiency of public universitiesthrough some publicly available indicators of theiractivities. The selection of indicators was made based onthe analysis of previous scientific works that dealt withthe issue. The basic selection criteria were whether theindicators were verifiable and unquestionable. The workfocused on the construction of a model based on DEAanalysis of efficiency at constant returns to scale.Descriptive statistics, correlation analysis, cluster analysis,deduction, induction, comparison, and synthesis werealso used. Through these methods, it was possible toconstruct a general model for evaluating the efficiency ofpublic universities.
