Summary/Abstract: Gender budgeting is a relatively new concept not only in Albania but also for all countries in our region. It aims, as the costs of the state budget as well as its income, consider the different needs of women and men, girls and boys; to integrate gender as a category of analysis and control in the budget process; to ensure that the budget contributes to reducing gender inequality; and perform public services in order to increase gender equality. Albanian society has become more sensitive to the evolving role of women in all levels of life, especially in increasing its representation in political and public decision-making. Political parties are turning their eyes to women as an efficient mechanism to gain more legitimacy of the vote. People talk openly and are not taboo family problems, gender-based violence or domestic violence. Multiple programs to donors to strengthen the legal and institutional mechanisms for gender equality, empowerment of women through the process of decision-making, equal access to education, social services and health, elimination of gender stereotypes, awareness of family violence abroad, it must be coordinated with the financial support for women in the budget. The purpose of this paper is to analyze specific social services from a gender perspective in the Municipality of Tirana, in order to provide modestly an overview what happens specifically in the largest Municipality in Albania and give some recommendations for improving their gender responsiveness.In cooperation with the staff of Gender Equality of the Municipality of Tirana is building a list of gender indicators, which is used to monitor the current budget and to provide recommendations for the next mid-term budget of the Municipality of Tirana.
