Summary/Abstract: Political uncertainties for regional development, concern for energy stocks and flows of migration culminated in the collapse of authoritarian governments in Tunisia and Egypt in the spring of 2011 of and subsequent to the riots throughout the Arab World. This showed that Western policy for stability in southern and eastern coast of the Mediterranean was built on sand. For Europe, this situation is also a serious indictment of the European policy of “friendship” with the Arab World. European Union, for about half a century, has tried to export the socio-economic and political development in this region, but the results have been, extremely modest, especially when compared to the impressive transformation of the EU in Central and Eastern Europe, even in the Balkans. Why African Mediterranean economic liberalization continued to have little or no political liberalization? The answer to this question requires a specific analysis of the economic nature of the reforms undertaken and their effects on economic actors. This paper by analyzing the case of two countries in North African region, that of Tunisia and Egypt, through the arguments, recalls the close relationship that exists between economic and political liberalization. In the past 15 years economic reforms in these countries have been linked to and supported on a high degree from authoritarian politics. The paper also addresses the support and the growth opportunities particularly the European Union have given these countries. Currently, in the last decade the EU has directed its policy of cooperation with Mediterranean countries towards economic reforms. This is made possible by using financial instruments and supporting the modernization of the production system and the economic framework.
