Issues and challenges of managing microfinance in emerging countries: the case of Albania

Summary/Abstract: The progress of institutional reforms, banking and financial environment shows that the direction of microfinance has undergone significant changes. Albanian banks are currently very interested to focus on microfinance. Nonbank financial institutions are focused on primary mission as a Albanian Partnership of Microcredit, BESA Foundation, etc. According to FORBES (2008), BESA Foundation is estimated at 43 positions comparing to 50 microfinance institutions in the world. There are more than 100 Albanian society saving - credit, but to continue their activities in limited areas. In fact, despite the positive results achieved in recent years by financial and banking system in general, present difficulties in obtaining loans from banks, especially in the rural sector, where credit unions may finance only 4%. On the other hand, many risks are present among which stands out above the interest rate at 31% while savings deposits offer by 6-8 %. As above, the paper focuses on management problems and challenges of microfinance in developing countries, especially focusing in Albania as well as lessons from global experience. It analyzes the interpretation of microfinance, identifies some lessons from experience glogale and EU, after dwelling on the specifics of the development of microfinance in the country with a wider focus on rural areas, rural financial institutions compare in Albania as important actors for growth and support of rural credit and providing assistance to small business and finally, in need of a rural bank to better support the process. The paper is based on literature review of foreign and domestic, in studies of international institutions as well as statistical data on microfinance institutions in Albania.
