Summary/Abstract: This article aims to analyse the changes and impact of human capital on the economic, political and social development of the country during the transition period. It analyses different aspects of human capital, focusing on the primary and secondary influential factors. It covers the educational system and the relevant governmental policies including the budget, trainings at work place and its adaptation to market requirements, as well as the secondary factors, like external and internal migration, social protection policies, health system, etc. This article gets forward the argument that based on present-day findings, the level and quality of human capital in Albania cannot serve as bases for achieving a sustainable economic development, and as a result, a political and social one in the future. The present quality of education, registration in elementary and high schools, as well as the impact of other elements do not provide firm foundations to improve the present situation of the human capital which is indispensable for giving an end to the ongoing transition the country is in.
