Summary/Abstract: The article aims to analyze the mechanisms and instruments designed to reduce the social impacts of climate policy implemented at the European Union and national levels. The reflections consider two-time perspectives, i.e., the short term, determined by the recent energy crisis, and the medium term, i.e., following the timetable of actions set out in the European climate law. The material points out the main problems of horizontal coordination of social and environmental policies at the EU level. It identifies the main vertical challenges arising from the need for cooperation between EU institutions and nation-states. The article also demonstrates the contradiction between the priorities of the “green agenda” and the short-term measures taken to limit the increase in energy prices and reduce raw material dependence on Russia. The article analyzes financial instruments, pointing out their possibilities and limitations for countering energy poverty.
