Summary/Abstract: In 2023, laws against sexual freedom and integrity offenses were extensively reformed, with new regulations coming into effect on January 1, 2024. The main argument for the law change was the lack of adequate protection for minors against sexual abuse and exploitation. This was justified by invoking the Council of Europe’s Convention for the Protection of Children against Sexual Exploitation and Sexual Abuse, adopted in Lanzarote in 2007, and Directive No. 93/2011 on combating sexual abuse of children, which both mandate the criminalization of sexual activities with a child who has not reached the legal age for sexual consent.
