Summary/Abstract: Having the resilience to withstand shocks like natural disasters, failure of critical infrastructure, and military and terrorist attacks is crucial to security and stability. Resilience is the combination of civil preparedness and military capacity – a society’s ability to resist and recover easily and quickly from these shocks through a combination of civilian, economic, commercial and military factors.
