Summary/Abstract: The article presents an overview of methodological approaches and the research results carried out within the framework of international projects devoted to assessing aggregate changes implemented in public policies in Organization for Economic Co-operation and Development (OECD) countries over a long period. It characterizes the phenomenon of accumulation of policies. In the empirical layer, the article presents the results of research for Poland, which are shown against the background of selected Western European coun-tries. The article also presents the possibilities of a new research perspective on the exam-ple of analyses devoted to local government social policy changes. Based on the collected empirical material, the author points out the peculiarities of the accumulation of social policy elements in our country, resulting from the delay in developing income support policies for families raising children relative to Western European countries. Based on the analysis of the development of monetary forms of support offered by social assistance at the municipal level in the period 2004–2022, the author characterizes the main strengths of the new method of analyzing policy portfolios consisting in taking into account the time factor, which is often overlooked in studies of the implementation of public policies. An additional benefit here is the ability to analyze the development of policies from an organizational perspective, which allows for a temporal assessment of the institutional capacity of public administration entities struggling with the increasing number of tasks to be performed over time.
