Summary/Abstract: The current study is a plea for the right of states to assist oppressed and innocent civilians who are fighting for democracy and human rights. It is a plea for the right to humanitarian intervention, which has its roots in Grotius and Vattel’s “just war” theories. The authors seek to explain how this mindset has become part of global consciousness and how a true doctrine of international community based on active involvement in intrastate conflicts and eradication of genocide as a threat to international security and stability has been shaped. The paper also addresses the issue of legitimacy, of the “responsibility to protect” doctrine and the convergence dilemma between the efforts to prevent mass atrocities and those related to combating terrorism.
