Summary/Abstract: Herbert George Wells (1866–1946) was a prolific English writer who wrote in a variety of genres, including novels, politics, history and social commentary. Today he is probably best remembered for his contributions to the science fiction genre, including novels such as “More than Time” (1895), “The Invisible Man” (1897) and “The War of the Worlds” (1898). In 1928 Wells stunned the British public with a provocative title: “Open Conspiracy”, which expressed his beliefs about how European and world civilization should advance. The ideas in the book were not new, but had been presented – in turn – in many books that Wells had published, especially after 1900. The book “Open Conspiracy” was proposed as a detailed description of how the popular writer anticipated the great changes of the 20th and 21st centuries. These changes meant two fundamental things: a new world order and a world government to coordinate the civilization's progress.“Open Conspiracy” lays bare the program of a great world revolution. Where did Wells’s anticipatory illusion really come from? A first reason, which he often invoked, was the existence of conflicts, increasingly globalized. The Great War, with its catastrophic destruction, had affected European civilization to an enormous extent. Another argument of Wells was the fragile peace projects, which the European world and the United States had proposed after 1918. Pragmatic by nature and very well versed in European and American politics, Wells thought to present some solutions in his anticipatory literature. Propaganda and control of public order, food, health, demographics, etc. seemed to him to be the essential means of preventing conflicts.
