Summary/Abstract: At the summit held in London, in July 1990, NATO leaders mandated the preparation of a new NATO Strategic Concept to take account of the rapid changes occurring in Europe. In Rome, in November 1991, just one month before the collapse of the USSR, the new concept was approved, which reflected the very different situation NATO was faced with at the end of the Cold War. At the NATO Summit in April 1999, a revised strategic concept was issued, focusing on the changes over the last eight years. As far as nuclear forces were concerned, the concept closely resembled the strategic concept in 1999, with some modifications that are presented by the author.
