Summary/Abstract: In modern economy, which is characterised by the increasing redistributive role of the state, the main intervention tool is the budget. In these circumstances, in the author’s opinion, the content of the public budget expands significantly, ceasing to be a mere reflection of public revenue and expenditure in a legally binding document or to reflect only financial flows regarding the establishment and use of public financial resources. Thus, the public budget becomes the main financial policy instrument of the state, through which the state intervenes in the field of taxation (fiscal policy) and in the field of public expenditure (budget expenditure policy), in order to ensure socio-economic development, in terms of macroeconomic balance.
