Summary/Abstract: The 1997 Constitution established in Poland a system of 460 members of the Sejmand 100 senators of the Senate. This system was to be based on a proportional dis-tribution of parliamentary seats to guarantee representation of all regions and, at thesame time, the possibility of creating stable governments on the basis of the layout ofthe parliament. This paper will analyse the current rules and juxtapose them with pro-posals to streamline and improve elections for the Polish public. The work will addressthe number of general seats (referring to the current provisions of the constitution),the number and size of electoral districts, the ordinance on the distribution of seats,as well as the voting system. Particular attention will be paid to regionalism and it willpresent a new voting system unique to Poland, the DRV (Double Regional Vote). Theissue of electoral thresholds and post-election merging of lists to better represent viewsin parliament will also be addressed. The conclusions point to the need for reform ofPoland’s electoral system, clearly confirming the positive impact of introducing thesedemands for proportional representation of parties and views in parliament.
