Summary/Abstract: The aim of the article is to present a proposal to revise the allocation of par-liamentary seats in constituencies, presented by the National Electoral Commissionin a proposal submitted to the Sejm in October 2022 in connection with Art. 203paragraph 1 of the Electoral Code, which obliges the National Electoral Commissionto uphold the principle of a uniform representative norm. The article presents dataon the demographic transformations in Poland that make changes necessary. Next,the work tries to answer the question of what the rejection of requests to revise thedistribution of parliamentary seats by successive governments reflects on the qualityof Polish democracy. The main source material of the work is the above-mentionedNational Election Commission application, data from the Central Statistical Office ondemographic changes in Poland and opinions, books and other, of specialists in thefield of parliamentary elections.
