Summary/Abstract: This paper is a case study on the Rules of Engagement that Blackwater Worldwide, a private security company that today is known as Xe Services, followed while it was involved in various incidents in Iraq, namely Fallujah 2004, Najaf 2004, and Nisoor 2007. The paper starts with a background introduction on the new security environment, private military companies and the specifics of the war in Iraq. Moreover, it addresses the existing legislation on the Rules of Engagement applicable to contractors. The last part of the paper is an analytic view on ROE.
