Analogies Between Two Political Instruments in the Process of Reforms in the Social Sphere

Summary/Abstract: Reforms in the social sphere follow the dynamics of management in the public sphere, which reflect financial market variables - employment, economic growth, distribution and redistribution of income and consumption. The presence of common characteristics of public administration in Bulgaria shows the persistence of traditional determinants shaping the political model of the „Transition“. The text examines some analogies of main features of two different political instruments. Permanent reforms do not lead to a change in public attitudes that would validate them, and therefore the institutional environment reproduces traditional models of administration, and individual practices only formally follow the declarations of the law.
