REGIONAL LABOR MARKETS: INEQUALITY OF OPPORTUNITIES FOR WOMEN AND MEN

Summary/Abstract: The study was conducted at the intersection of two methodological approaches - regional and gender. It showed that territorial and gender problems are interconnected. The main research method was a comparative analysis, which, on the one hand, made it possible to identify asymmetries in the position and opportunities of women and men in regional labor markets, and on the other, was aimed at analyzing the differences between the regions themselves, in order to determine the causes and factors of gender differences in employment. The study used two types of indicators: the employment rate and the gender gap in employment, the first of which was considered as a measure of labor activity necessary for the implementation of technical training of women and men, and the second as a measure of gender inequality in the opportunities of women and men in regional labor markets. Calculations of indicators characterizing gender gaps between the levels of employment of women and men were carried out for all regions of the Russian Federation. This made it possible to identify regions with the best/average/worst opportunities for realizing the labor potential of women and men, depending on the size of the gender gap, and on this basis to compile a rating of Russian regions according to this indicator. The study found that the indicator of gender inequality in the labor market of Russian regions does not depend on the level of employment of women and men.
