Summary/Abstract: Based on the materials from the Historical Archives Ljubljana, the following contribution analyses the social welfare system in the Slovenian capital of Ljubljana in the interwar period. It outlines its establishment and the broad range of plans and activities of the city’s administrative structures while focusing on the periods of stagnation and their consequences. It is evident that the city’s administrative structures were unable to prevent the latter due to the mentality and attitude towards the socially disadvantaged after the disruption of the constant work and progress that the Ljubljana city offices had achieved in social welfare between 1918 and 1941, especially after 1923, when a network of regular activities had been established.
