Summary/Abstract: When developing the methodology, it is clarified exactly how, in what sequence and terms, with the available resources, the research will be conducted. A general plan of the research is made, depending on the chosen strategy the groups (experimental and control) are formed, the ways of forming samples and what variables will be measured are determined, the criteria and indicators of the research are specified. A plan for the experiments or observations is drawn up. The toolkit is defined, i.e. all the necessary materials for the research. The methods for processing the results are defined. A calendar plan for the implementation of the tasks is made, which must be tied to the financial plan. The empirical research method is a basic scientific method that serves to gather knowledge through the means of direct observation and experiment. The research method used is a direct survey. It was conducted with directors and deputy. principals of rural schools located in Varna region. Indeed, the research itself was carried out in the period January-March 2022 with a total of 268 respondents. Surveys in pdf format with 25 indicators of the empirical research were sent to all principals and vice-principals of rural schools located in Varna region. The survey was not carried out necessarily, but was desirable and voluntary.The empirical research toolkit includes 3 types of questionnaires for principals, for teachers and for parents.
