Summary/Abstract: Competition and conflict among conventional powers will continue to be the primary strategic and operational context for the Joint Force over the next 25 years. For the purpose of the Joint Operating Environment, a “conventional power” is an organization that is governed by, and behaves according to, recognized norms and codes – conventions.
