Summary/Abstract: Since the beginning of the 20th century, the organisation of metropolitan governments has been discussed. There are two main perspectives on metropolitan government. The first is the creation of many local units endowed with different functions within the boundaries of the metropolis, and the other is the services to be carried out under a single organisation. In this article, which explores the issue from a theoretical dimension, an attempt has been made to determine the 'power of the city' based on the ideas of the public choice school, the new public management approach, and the critical city theory of metropolitan management. In the article, suggestions and criticisms of public choice theory, critical urban theory, and new public management approach to the management of metropolises are examined. The article aims to reveal how the city power is positioned in approaches to the organisation of metropolitan administrations. In the preparation of the article literature review method was used.
