Summary/Abstract: The aim of this article is to present the results of an empirical study in which interviews were conducted with secondary school teachers about barri-ers to changes in education beyond the teacher’s control. Based on the participants’ statements, four main categories of external barriers to change were identified. These are: (1) legal and bureaucratic conditions within which the school must operate, (2) the method of introducing changes in education, (3) problems with school leader-ship and (4) pressure exerted on teachers and limiting their autonomy.
