Summary/Abstract: After the establishment of the communist government led by Petru Groza, on March 6, 1945, communist propaganda in Romania promoted the need for free education al all levels, in order to repair the injustices done by previous governments to the children of workers and peasants. After the adoption of the Education Low of 1948, elementary education (grades I-VII) becomes free, but in secondary and higher education, school fees were kept until 1961. The establishment of the amount of these differentiated fees, based on social, economic and political criteria, aimed to marginalize and even exclude the children of the opponents of the communist regime from secondary school and faculties.
