Summary/Abstract: On the one hand, the constitutions of Russia, Belarus, and Kazakhstan introduce the separation of power, on the other — the concentration of power by the Presidents. The following paper scrutinizes the scope of the principle of the separation of power in the abovementioned states, the sources of the concentration of Presidential competencies, and the doctrinal interpretation of this situation. It argues that the constitutional stipulations that violate the separation of power do not introduce authoritarianism by itself, but rather facilitate it by the institutional design. The legal doctrine attempts to expound the position of the Presidents, from placing within the separation of three powers to the distinction of a Presidential “meta-power” over all other powers.
