Summary/Abstract: Social Housing Initiatives (formerly Social Building Societies), have become an instrument used extensively — and not always in accordance with the legislature’s original intent — to implement state housing policy. The evolution of legislative changes is often dictated by the need to carry out tasks forced by the current needs of the authorities, which translates into the quality of legislation, not always diagnosed as to the impact. Legislative changes observed in recent years are related both to the functioning of SHIs in capturing the scope of their activities, but also to the rules of their fi nancing and the possibility of taking ownership of real estate by tenants.
