TASKS OF THE COMMUNE IN THE FIELD OF PREVENTING HOMELESS ANIMALS AND CARING FOR HOMELESS ANIMALS

Summary/Abstract: The aim of the article is to analyze the currently applicable regulations regarding the tasks of the commune in the fi eld of preventing animal homelessness and caring for homeless animals. Particular attention was paid to the program for the care of homeless animals and the prevention of animal homelessness, determined annually by municipalities by way of a resolution, and to doubts arising at the stage of applying the law related to its individual elements. The currently applicable solutions do not suffi ciently achieve their goals, therefore it seems justifi ed to propose de lege ferenda conclusions, which include educational activities aimed at increasing the awareness of animal guardians, introducing a nationwide animal registration system and the obligation to brand them, as well as enabling the public fi nancing of castration and sterilization of owned animals.
