Summary/Abstract: In his long career as a teacher and educator, Emmanuel Vaskidovich managed to implement a quality educational process, to organize secular schools according to the European model and to pass on to the Bulgarian society the knowledge and skills acquired in the Greek schools where he had the chance to receive his education. He innovated in his teaching and is remembered for his forward-thinking ideas. Throughout his life, he strived for the prosperity of society through quality and modern education of the Bulgarian youth. The text touches on one aspect of his publishing activity – the publication of the first draft statute in Bulgarian for the financing and management of municipal schools, as well as for the functioning of civic municipalities. Its text was adapted for the schools in the town of Svishtov, and the prototype for its drafting was the statute of the Melnik church community of 1813.
