Summary/Abstract: This report analyzes freedom and security as fundamental values in modern society. Within the framework of the European Union, the legislator assigns to the member states the provision of a space of freedom, security and justice while observing fundamental rights and freedoms. Freedom is a value limit of the idea of law in a philosophical plan. The availability of security is of particular importance for the fundamental areas of life in society. Government decisions must ensure the best intersection between the interests of individuals and those of society as a whole. Stability and security in society is proof of achieving this balance. This poses a number of questions related to the limits of the balance introduced by the law, the goals and the mechanisms for their achievement.
