Summary/Abstract: In this study, we tried to understand how urbanization policies transformed on the axis of change in development understandings through the discourses and approaches in the plans, by focusing on the problems related to urbanization in development plans. We tried to trace the effects of development approaches on urbanization through development plans. In this context, there are three main periods. The first period is the period between 1960 and 1980, when a truly planned development approach and a national developmentalist system dominated. In this period, it seems that an import substitution industrialization policy dominated the urbanization practice this industrialization strategy is turning a blind eye to the informal housing economy, which manifests itself in the form of shantytowns, in order to provide cheap labor. The second period is the period when national developmentalism was liquidated and the structural conditions for the transition to neo-liberalism were formed. This period stood out as a period of liberalization in which the import substitution industrialization model was transitioned to an exportoriented growth approach. An era has emerged in which decisions on urbanization are shaped not by a national developmental vision but rather by the requirements of global capital. The last period of the relationship between urbanization and development in Türkiye is the period after the year two thousand when neo-liberalism experienced its maturation phase and the effects of globalization were felt more deeply. The most prominent basic facts of this period are urban transformation and renewal of the housing stock, disaster management, regional development, globalization and EU adjustment process.
