Summary/Abstract: The harmonisation of the goals and objectives of other institutions in the country is very important for the successful achievement of development plans, which include the goals, policies and measures that the state wants to achieve in the future regarding almost every subject such as economy, health, justice, security, employment, education, social services and transport. In this sense, the harmony between development plans, which include national strategic goals and objectives, and strategic plans, which determine local strategic goals and objectives, is also very valuable. Based on this idea, the aim of this study is to examine the harmonisation between development plans and strategic plans of municipality. The study is limited to the 11th Development Plan of Türkiye and the 2020-2024 Strategic Plans of Ankara, Istanbul and Izmir Metropolitan Municipalities, which are the most populous cities of Türkiye in terms of population. In the 11th Development Plan, the regulations under the title of "Livable Cities, Sustainable Environment", which includes regulations directly related to municipality, were investigated in the Strategic Plans of Ankara, Istanbul and Izmir Metropolitan Municipalities. In the study, document analysis method was used as the data collection method and the data obtained from the development plan and strategic plan were subjected to content analysis with the help of NVIVO 14 package programme. As a result of the study, it was determined that the strategic plans were generally in line with the 11th Development Plan. Despite this, the fact that national projects that concern municipality such as KÖYDES-KIRDES are not included in the strategic plans and that there are no regulations for cooperation with development agencies, specialized organizations such as KOSGEB and relevant ministries have been identified as a significant deficiency in the strategic plans.)
