Summary/Abstract: There are many opinions according to which EU will be an essential partner of NATO in governance of global and regional security. Legitimacy is as important as the capability of generating efficiency, as EU needs NATO, and NATO needs EU. EU will never become more powerful without a powerful NATO, and powerful NATO will never exist without a powerful EU. EU is no longer considered a „soft power” and uses beside the civil instruments, the military ones, when necessary.
