Summary/Abstract: Mieczysław Kaplicki (1871–1959) was the most outstanding president of interwar Krakow, the initiator of a long-term, comprehensive city development program. During his five-year presidency, he consistently implemented his intentions to heal the city administration and economy. Kaplicki managed to thoroughly reorganize the administration of the City Board, introducing a new structure and modern management methods. The reform improved municipal administration and reduced its costs. Restructuring was based on the principle of unification and decentralization. The latter was innovative for Krakow and involved the creation of district offices, i.e. small town halls. Kaplicki emphasized that "in this way, we will bring the office closer to the citizens." Contemporary Krakow local government to some extent refers to Kaplicki's vision in this area. He also set himself the goal of increasing the efficiency of city institutions. He managed to put the city finances in order, and thanks to his organizational skills, far-sighted vision of the city's development, energy and diligence, he was able to mobilize the City Management Board and employees of the City Hall and municipal enterprises to implement his concept of Krakow as a modern city.
