Summary/Abstract: The lack of sufficient as amount incomes with the predominant part of the pensioners in Bulgaria continues to be an extremely significant social problem and requires priority guidance of the society’s attention, efforts and resources towards its solving. The forthcoming “burden” increase of every year assurance coverage period, the regular updating and the constantly subsequent rise of the minimum pension amount for period of assurance coverage and for age are costly actions with a short-term effect. Logically comes the question: whether the moment for new reforms is not occurring, reforms that are directed towards integrating of the so called base pension in the public pension system by means of transforming the regulating right for a pension in the cases when the set of preliminarily known executable conditions and prerequisites is not fulfilled, in a right for receiving a base pension with an amount guaranteed by the state (securing the common standard of living in the country) and with a possibility for further eventual differentiation depending on the past economic activity of the persons.
