Summary/Abstract: The aim of the study was to assess the accessibility of public places to meet the requirements of people with special needs by selected entities and institutions responsible for accessibility of such public places in a case study of Ursynów, one of Warsaw’s districts. The analysis covered public services such as libraries, community centres, the District Hall, public transport, churches, and functional public spaces. The specific aims were the following: the assessment of the differences between owners/managers of the public places, defining the leader whose actions may influence the overall quality of the public space, identifying barriers and good practices. The study involved the field research, observation (including the participant one) from May 2022 to November 2023, as well as desk research. Barriers and good practices were identified. The leader to set both formal and informal standards (good practices) of actions taken is the local government, both at the municipal and district levels. The barriers to disseminating the good practices involved insufficient cooperation among stakeholders (both inside the local government structures and intersectoral), conflicts of interests among public places users, and the need for considerable financial outlays. Insufficient awareness of some individual users of public area results in the users’ behaviours lowering the accessibility of public places.
