Summary/Abstract: Mehmed Said Pasha, one of the important state dignitaries of the Ottoman bureaucracy, is known by the nickname "Little" due to his short stature, in order not to be confused with another Said Pasha of the period. Pasha, who lost his father at an early age, had to take a break from his specialization when he was appointed as a civil servant to the Erzurum Tahrirat Office in order to provide for his family. His career as a civil servant, which started in 1853, continued as the Tahrirat Clerk of the Anatolian Army in 1856, and as a civil servant in the Imperial Council in 1858. Said Pasha, who tried to complete his education while continuing his civil service, completed the lessons he started at the Hagia Sophia Mosque in eight years due to his civil service. Pasha, who improved himself in languages, performed various duties in Anatolia and Rumelia, but tried to stay away from provincial civil servants as much as possible in order to rise through the ranks of the bureaucracy. Due to his interest in the press, he worked in various magazines such as Takvim-i Vekâyi. Said Pasha, who served in various civil servant positions until 1876, served as Sultan II. After Abdulhamid ascended to the throne, he became the indispensable advisor of the sultan, and this caused the Pasha to confront many opponents. During his duty as Chief Secretary, Pasha made significant contributions to the state in the preparation of the 1876 Basic Law and even in the creation of the Judicial Organization Regulation in 1878, which is still valid today. Pasha, who lived in an extremely turbulent period and was appointed to the position of grand vizier nine times, even though he occasionally had conflicts with the Sultan, was closely interested in the important political, administrative and social issues of the period. Said Pasha, who resigned as a result of the conflict with the Unionists in 1912 and ended his political history here, passed away in 1914. Sultan II. His closeness with Abdulhamid, his administrative ideas and some of his actions created opposing circles against him. Mehmed Memduh Pasha, who was in this circle, wrote down his thoughts about Said Pasha at length in his work titled Esvât-ı Sudûr. In the study, the accusations made by Mehmed Memduh Pasha against Said Pasha will be touched upon and evaluated whether there is any truth to them.
