Summary/Abstract: In the Soviet regime, the press system was an institution that was an integral part of the Soviet society, but the information created by an institute helped to preserve the Soviet regime for a long time through manipulation and played a serious role in the formation of anti-democratic life in the country. It is almost impossible to describe media and communication activities in Azerbaijan during the Soviet era as anything other than propaganda. During this period, the state and party media were busy spreading the ideology of the communist party. The doctrine of the Communist press, which has a great historical development, is that “the newspaper is not only a means of collective propaganda, but also a collective organizer”. In this doctrine, in addition to the functions of informing and entertaining, the media has the task of spreading and supporting the interests of the ruling party. Press activities in Azerbaijan during this period were under strict censorship and control. News and articles approved by the party were used as propaganda tools to accelerate social transformation. Press activities were generally shaped by the imposition of Soviet ideology on the local population and emphasizing the superiority of the Soviet regime. Propaganda activities were implemented in all mass media such as newspapers, magazines, radio, television and cinema, reaching large masses through mass media and used as an effective weapon in spreading Soviet ideology.
