Summary/Abstract: Skills-based education and value education have been important concepts of curriculum development studies in the Turkish education system in recent years. This study is based on the coexistence of skills-based education and value education in curricula and the fact that both approaches come together in the common denominator of integrity of discourse and action. The aim of the study is to determine the skill-value relationship in value education and the skills and sub-skills that should be focused on in a skill-based value education. The study was structured in a phenomenological design in accordance with the qualitative research approach. Interviews and focus group discussions were used as data collection techniques. The study group consisted of 25 researchers and educators who are doing or have completed postgraduate education on skills and value education in accordance with the purposeful sampling technique. The codes to be used in the content analysis were based on the basic skills and competency indicators in the model titled "Skills Forming Moral Personality, its Development and Education" developed by Meydan (2021), but the analysis was not limited to these items. The findings were firstly analyzed in terms of the value-skill relationship in value education, and then in terms of which skills should be utilized in value education. The findings on the skill-value relationship showed that the views of the participants can be summarised with the concepts of “mediator-determinant”. In the second theme, the participants stated that a total of 23 components/sub-skills under the main skill clusters of cognitive, affective and social-behavioral should be employed in teaching values. The findings of this study, which is based on the data of a TÜBİTAK project aiming to develop a model, measurement tool and draft curriculum for teaching values with a skill-based approach, are expected to contribute to the implementation and planning processes of value education.
